Creating Equity in Tulsa Through Architecture

The Tulsa Housing Authority and the City of Tulsa have received a $30 million Choice Neighborhoods Initiative Implementation Grant from HUD for the revitalization of the Eugene Field neighborhood. This project offers Tulsa an opportunity to realize a strategic investment of over $150M over 6 years to transform this area from one of disinvestment and decline into an economically- and socially- thriving neighborhood of “Choice” for its families. Anchored by the Eugene Field Elementary School, the area has been a blight of concentrated subsidized housing (with over 800 units in the area) and poverty (54.24% of families live in poverty); plagued by crime and deteriorating infrastructure; and lacks essential commercial and retail assets such as a grocery or restaurant options for fresh, healthy foods. At the same time, the community has the potential to be a strong neighborhood with direct connections to downtown and historic Maple Ridge, significant existing investments in the Arkansas River frontage and premier early childhood educational facilities.

The development will be built in 6 phases over a 5 year time period. The Housing Plan will be developed on approximately 25+ acres of land roughly bounded by 21st Street to 23rd Street and S. Jackson Avenue to Southwest Boulevard (Route 66). The existing housing buildings will be environmentally remediated and completely demolished before the site is prepared for the future phases of new construction.
